SNEE ICS - Building our Accord; Collaboration, Adaptability & Resilience : Suffolk and North East Essex ICS

In 2016 Suffolk and North East Essex STP (SNEE) developed a digital roadmap to better serve 1m people in our area, support our staff by ‘Freeing up Time to Care’ and enable capabilities across organisations. We set about this by addressing 4 barriers:

- Siloes
- misaligned levers
- capacity & capability
- tribalism & protectionism

The project was about changing our culture, enabling a more trusted, innovative and adaptable digital environment but soon became apparent that collaboration beyond our borders was crucial. In 2017 the East Accord was formed - led by SNEE, and we developed a transparent adaptive governance model to work collectively at scale.
